The Southern Tier Library System annually contracts directly with the one State facility in our service area regarding the services and materials that will be provided by the library system to the facility's general library. Contracts are specific to each institution. The library system and the correctional facility arrange and agree on the contract, with oversight provided by the DOCCS liaison and the State Library Program Manager.
The Southern Tier Library System provides services and materials to the Elmira Correctional Facility. Services and materials provided include print resources, ILL services, cataloging and processing, consultant services, professional development and continuing education, policy development, programming, and guides and directories to regional re-entry services.
The Southern Tier Library System previously also provided services to the Southport Correctional Facility and Monterey Shock Correctional Facility before they were closed in 2022 and 2014 respectively.
The Southern Tier Library System provides general library services to the county jails in each of the five counties in our service area including Allegany, Chemung, Schuyler, Steuben, and Yates Counties.
