Overview: New York State Public Library Construction Aid

This LibGuide is intended to assist member libraries in the multi-step application process facilitated by Southern Tier Library System in partnership with the New York State Library. 

The New York State Public Library Construction Aid Program is one way chartered member libraries of the Southern Tier Library System can enhance and expand their library's facility. Availability of funds can vary from one fiscal year to the next. STLS works with its member libraries to advocate for these capital funds annually. The negotiated decision-making of New York State's Executive Branch and Legislature determines how much money is available to our library system.

This program is absolutely essential because our region's public libraries have more than $34,000,000 in capital improvement needs based on a 2023 assessment. 

Steps and Timeline of Application Process

Below are the steps and timeline for member libraries to apply for Construction Aid during the 2025/2026 program year: 

Step #1: Prepare and submit *Notification of Intent to Apply to STLS (June 13, 2025)

Step #2: Present project to STLS Construction Aid Review Committee (June 24, 2025)

Step #3: Receive library system award allocation (Week of June 30, 2025) 

Step #4: Prepare library's *Application to NYS Library (June - August 22, 2025) 

Step #5: Wait for review from NYS Library (August 2025 - May 2026)

Step #6: Receive award notification from NYS (August - September 2026)

Step #7: Receive actual funds to start project (November - December 2026)
